$997M Navy Contract Awarded to Ten Firms for Global Fuel Pipeline and Storage Projects

A group of ten construction firms has been awarded a combined $997 million Navy contract to build, maintain, and repair global fuel pipelines and storage tanks for installations worldwide through August 2031.
This construction contract is separate from a related architect-engineer design services contract for the same petroleum, oil, and lubricants program, which has a five-year base period and a cap of $145 million and covers design work rather than construction.
Each company will have its own contract number (N39430-26-D-2001 through N39430-26-D-2010), and the DoD may solicit bids from any of them for individual projects, selecting the best value per task order.
The award was competitively procured via SAM.gov after 17 offers, with the Department of War providing a $10,000 working capital grant to each company and a seed task order of $587,438 to meet minimum guarantees, expiring at year-end.
Work will be evenly distributed between locations inside and outside the continental United States, with Guam hosting infrastructure tied to NAVFAC EXWC’s global program.
The ten awardees are Aptim Federal Services LLC; Bristol Engineering Services Co. LLC; CMS Corp.; Dawson Technical Inc.; Environmental Chemical Corp.; Pacific Design Builders LLC; PCI Bhate JV LLC; Tepa & Pond Constructors JV; Weston Solutions Inc.; and WSP USA Government Solutions Inc., with five designated as small businesses.
The contract is an indefinite-delivery/indefinite-quantity, firm-fixed-price, multiple-award construction contract that covers pipelines, fuel storage tanks, and related petroleum, oil, and lubricant facilities and equipment.
NAVFAC EXWC is the contracting activity, managing the Global Petroleum, Oil, and Lubricants program that maintains bulk fuel systems at Navy and Marine Corps sites worldwide.
The contract’s maximum value encompasses a five-year base ordering period plus an overall term through August 2031, totaling $997 million across all ten contracts.
