The Philippines released the final draft of the AI+ Infrastructure Masterplan (PAIIM) for 2026–2033, detailing a $34.4 billion strategy to position the country as a regional AI infrastructure hub.

The plan’s funding shows $13.5 billion (39%) coming from public sources and $21 billion (61%) from private investors.

Computing growth hinges on DOE projections of about 152,000 GPUs, with energy planning prioritizing 40% of AI-related power from renewables by 2033, and nuclear energy considered as a longer-term option under the PhilAtom Act.

AI workforce development is one of six pillars of the build-out, alongside connectivity, compute/data centres, sustainable energy and water, policy/regulation, and demand creation/adoption.

The plan aims to reskill 1.3 million IT-BPM workers for AI-enabled services and projects more than 500,000 AI-related jobs by 2033, plus 175,000 jobs from infrastructure work, contributing an estimated 10–12% GDP boost.

The Philippines currently has a single AI-focused data centre (~50 MW) and aims to scale to about 1.5 GW by 2033, with ~400 MW in the first phase by 2030 across four corridors anchored by Clark–Bataan and expanding to hubs like Subic, Calabarzon, and multiple future nodes.

The plan envisions a fully operational national AI governance and trusted data framework by 2033 and highlights the country’s strong AI policy stance, ranking second among ASEAN in an AI benchmark.
