The United Arab Emirates is pursuing a comprehensive national AI strategy to transform government operations, public service delivery, and societal development through AI-enabled assistants and governance frameworks.

Positioning itself as a forward-looking, people-centered model for the governments of the future, the UAE aims to empower citizens, improve quality of life, and foster sustainable development through AI.

Through the National AI Strategy 2031, the UAE seeks global AI leadership with data-driven growth, partnerships, and knowledge transfer, highlighting local leadership with Falcon, an Arabic-language model, and Jais 2, an advanced Arabic model.

Implementation milestones include deploying AI assistants in procurement, taxation, customer happiness, and technical support, along with service governance frameworks and targeted service lists.

A central governance body, the Ministerial Council for Artificial Intelligence and Development, oversees policy, legislation, and readiness across federal entities to push AI across at least half of services and operations.

The UAE has launched the world’s first intelligent legislative system to analyze laws and support policy development, with AI embedded as an adviser within the Cabinet to provide data-driven decision support.

Education and human capital are central, featuring AI curricula in schools, the Mohamed bin Zayed University of Artificial Intelligence as a flagship, Tahnoon bin Zayed Excellence Scholarship, and international partnerships for AI research and digital infrastructure in developing nations.

Projected impacts include AI contributing up to 14 percent of UAE GDP by 2030 (about $96 billion) and boosting employee productivity by up to 40 percent, backed by a program to train 80,000 federal employees in AI-enabled technologies.
