BBVA Sets AI Agent Rules Ahead of 2027 Rollout, but Key Safety Tests Remain Undisclosed
November 3, 2026
BBVA introduced The Frame on 6 October, a shared framework for creating, deploying, managing and governing AI agents ahead of broader rollouts planned for 2027.
The framework sets defined access to systems and data, limits on autonomous actions and human oversight for specified decisions, with performance, costs and business impact monitored through common security, governance and compliance processes.
However, BBVA has not disclosed its testing methods, evaluation thresholds or production-approval criteria, leaving questions about how it will show agents respect permissions, remain within operational boundaries and perform reliably after deployment.
In production pilots, BBVA says voice agents resolve close to 90% of interactions in Peru and Mexico, while assistants filter more than half of the app conversations received by relationship managers in Spain; it has not explained how successful resolution is measured.
BBVA also aims to cut software release cycles from months to weeks by having agents orchestrate and execute parts of development while people retain control of context, decisions and oversight; the bank reports developer productivity has risen by around 28%, but gave no corresponding measure of software quality or testing effectiveness.
To support wider use, BBVA is expanding cloud infrastructure and strengthening agent resilience, execution controls and defenses against AI-enabled external threats; it says significant technology incidents affecting availability fell 53% over three years and average recovery time declined 52%.
The cloud expansion is central to the plan: BBVA expects the share of online transactions processed in the cloud to rise from close to two-thirds in 2025 to 90% by 2029, making dependable behavior and effective shared controls essential to scaling agents safely.
Planned 2027 deployments include Blue, a multimodal financial assistant for individual and business customers, expanded AI tools for relationship managers and capabilities across Commercial Banking, Corporate & Investment Banking and Risk, as well as agents for claims and financial-crime prevention.
